Exiled West Papuan independence leader Benny Wenda will be joined by Melanesians & Parliamentarians from across the world for the launch of 'International Parliamentarians for West Papua'.


Please assemble in Parliament Square for 2pm.


The day of celebration, will start with traditional West Papua music & dance performed by West Papuans from the Netherlands, in Parliament Square, over especially for the occasion.


The launch in Parliament is to be co-hosted by Hon. Andrew Smith MP & Lord Harries. The aim of the group will be to co-ordinate international parliamentary action on West Papua.

I need to tell you that West Papua Delegation will not Participate in
Launch of International Parliamentarians for West Papua in London
because of UK embassy in Jakarta has rejected our visa to enter London.
I don,t know exactly what reason they reject our visa but it is
political rejection.

Although Delegation from West Papua not participate there but 257 tribes
throughout West Papua overwhelming support launch of the International
Parliamentarians for West Papua to be launch in London and we express
our thank to British Government support self determination of West Papua
indigenous people through their Parliament .

Dear all,


Situation in West Papua at least is worse because of impact of United Kingdom (UK) Parliament launch of International Parliamentarians for West Papua (IPWP) on 15th October 2008, please visit: www.infopapua.org and www.freewestpapua.org.


Indonesia had sent 10,000 troops to West Papua after that launching.


On October 15-17, 2008 West Papua indigenous throughout of West Papua rally to support that launching but Indonesia Police and Military terror, treat, intimidation West Papua indigenous people and Indonesia also ban media and International organization etc access to West Papua.


West Papua indigenous people support the launch of IPWP through statement and rally for demand UN review Act of Free Choice in 1969 so we called No Act of Free Choice because did not involve 800,000 West Papua indigenous people accordance with International practice or referendum. West Papua Indigenous peoples want to independence from Indonesia because West Papua is not Melayu but West Papua is Melanesia.


In Jayapura West Papua capital Province West Papua leader of Dewan Adat Papua/Papua Customary Council Chair Forkorus Yaboisebut and Leonard Imbir interrogated by Police in Police station so called Polda Papua.  Buchtar Tabuni was a chair of the rally.


Both Forkorus and Leonard Police accused them provoked Papua indigenous people on last August 9, 2008 who organised celebertaion of International day in Wamena.


Dewan Adat Papua/ Papua Customary Council.


Dewan Adat Papua is West Papua indigenous organisation. Its organize 257 tribes in West Papua.


I hope you have a right to press Indonesia Military and Police stop alert action there and also stop interrogation both our leader include Tabuni.

Around 100 protesters from the International Parliament for West Papua (IPWP) staged a rally Monday against an alleged increase in militarism in Papua outside the Provincial Legislative Council building.

"We reject militarism in Papua. We see more and more fully armed Indonesia Military (TNI) soldiers milling around in villages and towns," IPWP Papua coordinator Buchtar Tabuni (standing left in military attire) said in his speech.

"The soldiers are supposed to ward off expansion threats from outside, not watch people in towns."

Buchtar said the number of armed troops in Papua gave the impression there was a war taking place.

He said the military presence was particularly strong on Oct. 16 when a rally was staged to celebrate IPWP's establishment.
The organization was founded in London by two British parliamentarians with the aim of revising the 1969 Act of Free Choice, or Pepera referendum. The IPWP believed the act was unfair because it was based on a representative system rather than the one-person-one-vote principle.

"There were so many soldiers conducting searches on the day, when it is the duty of police to secure public order," Buchtar said.

The TNI is fighting a low-level armed rebellion waged by the Free Papua Movement (OPM) separatist group.

Buchtar also asked the Papuan legislative council speaker John Ibo to arrange a meeting with Papua's provincial police chief and the Cendrawasih Military Command chief regarding the increasing number of soldiers in Papua.

John said he would pass on the protesters' request to the authorities and seek explanations.

The West Papuan community and their supporters in Australia are holding
grave fears for the safety of *Yunus* and *Anike Wainggai.*  We have
reasonable suspicion that their disappearance is linked to an ongoing
and high-level Indonesian intelligence operation involving the

their public housing flat in Collingwood Melbourne on Saturday 15

Yunus, 39, and Anike, 7, are two of the 43 asylum seekers who landed at
Mappoon on the Cape York Peninsula on 18 January 2006. After the media
interest their arrival in Australia generated, the Indonesian government
withdrew its ambassador, and a major diplomatic and military rift grew
between Australia and Indonesia.  Ongoing Indonesian intelligence
operations within Australia against the 43 asylum seekers and their key
supporters have been documented extensively. They are currently believed
to be held in Sydney.

Dear Sir,

You are, I believe, aware of widespread concerns about Yunus Wainggai
and his seven year-old daughter Anike, two of the forty-three West
Papuan asylum seekers. I attach my diary of events, which demonstrates
their disappearance from Melbourne ten days ago, with the detention in
Port Moresby, by PNG National Intelligence, of a delegation of the West
Papua National Authority led by Drs. Jacob Rumbiak enroute to Vanuatu.
Both operations, you will note, were instigated by Andy Ayamiseba in
Vanuatu, a well known 'operator' in Port Vila, with Joanna Yumeri (from
Canberra) and Paula Makabory (from Melbourne). That these three are West
Papuans does not mask the imprimateur of Indonesian intelligence, and in
fact the Indonesian government as well which has long been funding
diplomatic and intelligence operations in Australia for the return of
the asylum seekers (Please see my /Statement of facts concerning
Indonesian intelligence agencies campaign to discredit and harass Dr
Jacob Rumbiak within Australia and overseas 2000-2007 /which I wrote and
distributed to Labor and Liberal politicians, all the justice agencies,
and the most recent foreign affairs sub-committee into relations between
Indonesia and Australia).

Yunus has most certainly been coerced into his and Anike's removal from
their community in Melbourne. He is a simple fisherman, very sick and in
pain most of the time, and has at times found it difficult to look after
a lively seven-year-old while waiting for his wife Siti to arrive (via
UNHCR family re-unification). However, he is an honest man, and I was
first alerted to the possibility of Indonesia intelligence involvement
by the web of lies and deceit around their disappearance on 15 November
2008, and the obsfucation of their whereabouts ever since.

Mr Smith, I fully appreciate the difficulties being experienced by the
Department of Foreign Affairs in dealing with this case (/viz a viz/ the
Lombok Treaty). However, I do believe DFAT has the capacity, and perhaps
also a moral obligation, to facilitate a meeting between Yunus and his
lawyer, David Manne, and the West Papuan leader in Australia, Dr Jacob
Rumbiak. As you will note in my diary, Yunus phoned Yohana Rumeri last
Friday, asking to see his lawyer, and she relayed his message through an
SMS which I have a copy of. Yohana refused, however, to reveal Yunus and
Anike's location to the lawyer. Consequently this meeting has not taken
place, and we have no assurances that Yunus is not free of pressures
that Indonesian intelligence agents would be able to exert.

I believe that such a meeting would remove all suspicions that the
Australian government is not fulfilling its duty to protect these
high-profile asylum seekers (who two days before they disappeared met
their lawyer and filled in their permanent residency applications!). We
ourselves are unable to organise such a meeting, because we do not know
where Yunus and Anike are. Yesterday an Indonesian intelligence officer
at the Embassy in Canberra said “they are not in our embassy, they are
with the Australian authorities”. However, numerous officials we
contacted in our Department of Immigration deny any knowledge of their
whereabouts, and more surprisingly are not offering us any assistance in
finding them.

I am particularly driven to bring about this meeting, and the assurances
it may (or may not) provide to an increasing number of concerned
Australians and interested media, because I feel somewhat indebted to
little Anike, whose infamous high-five with Steve Fielding brought about
Prime Minister Howard's first defeat (the withdrawal of the Migration
Amendment legislation from the Senate in 2006).

Summary:  As thousands of Papuans demonstrate peacefully, calling for
an end to Jakarta rule, the Papuan Governor decried the failure of
Jakarta to implement "special autonomy," which he described as initially
introduced as an alternative to independence. He noted the cost in human
terms of Jakarta's failure to implement the legislation including
failure to provide basic services for Papuans. This he indicated bore
grave consequences for the Papuan population now confronting an
explosion of HIV/AIDS infection.

Separately, Papuan academics have called for a human rights court and
national reconciliation commission another unfulfilled pledge of the six
year old special autonomy legislation. A national seminar convened in
Jakarta echoed these concerns concluding that Papuans had been
marginalized in their own land. One non-Papuan speaker noted the role of
racist attitudes in Jakarta's dealings with Papuans. Passage of a new
Sharia-based anti-pornography law reflecting exclusively Islamic values
has prompted calls for secession by some Papuans and in other
communities within the Indonesian archipelago where Islam is not the
dominant religious confession.  Comment: These developments reflect the
observation of a prominent Papuan academic who when asked if he
considered himself an "Indonesian," responded, "that is the wrong
question: the simple fact is that Indonesians do not consider me to be
an Indonesian."  Thousands of Papuans Demonstrate Peacefully for
Independence  On December 1, the day Papuans set aside to commemorate
the interlude of Papuan independence between the end of Dutch
colonialism and the Indonesian annexation. In Manokwari, AFP reports,
approximately 2000 demonstrators marched carrying banners calling for
independence. The demonstrators were peaceful, although police detained
and beat one man who reportedly was carrying a banned "Morning Star"
flag. In Nabire approximately 10,000 gathered peacefully for a prayer
meeting under the watchful eyes of several hundred police and military
personnel. A smaller group of approximately 700 Papuans demonstrated
without incident near Jayapura. They gathered near the grave of Papua
Presidium Council (PDP) head Theys Eluay who was strangled to death by
TNI (special forces or "Kopassus") personnel in 2001. Speaking there
(PDP) Secretary General Taha Alhamid, a Papuan Muslim, told the crowd:
"We are poor and suffering on top of a land of wealth." "We are going to
keep holding on until Papua is free." Papuans at this meeting concluded
the demonstration with a call for independence and for closure of the
Freeport mining complex and the BP oil and gas development at Bintuni Bay.

Approximately 300 Papuans also rallied in Jakarta.

Papuan Academics Call for Human Rights Court and Truth and
Reconciliation Commission in Papua  According to a November 19
Cenderawasih Pos report, several Papuan academics have spoken out
regarding the failure of the government to fulfill its obligations under
the almost six-year-old "special autonomy" law to establish a human
rights court or a "truth and reconciliation commission" in West Papua

Ferry Kareth SH said these two bodies were very important and warranted
an immediate response to the demands of many people. Speaking
specifically of the need for a commission, he drew attention in
particular to the issue of West Papua's forced annexation by Indonesia
under the guise of the 1969 fraudulent ‘Act of Free Choice.' "This is a
question that must be understood in particular by the powers-that-be who
all too frequently use authoritarian methods to handle issues in Papua,"
he said.

With regard to a human rights court he added, "a Human Rights Court
should also be set up because, like it or not, the fact is that there
have been many human rights violations in the past. The Court is needed
in view of the practice of genocide, the disappearance of a number of
groups or communities and the commission of crimes against humanity." He
pointed out that the only trials to have been held so far took place in
Makassar in South Sulawesi whereas the violations occurred in Papua. 
Peaceful Demonstration Against Militarization of West Papua  The
November 4 Cenderawasih Pos reports that scores of Papuans from the
Coalition for Human Rights in Papua demonstrated in Jayapura in early
November calling for removal of the Indonesian military (TNI) from West
Papua. They demonstrated under the banner "End Militarism in Papua."
They also called for space for democracy in West Papua and protested in
particular against the actions taken by the military and police against
their action on 20 October (see the October West Papua Report). The
group also marched to the regional assembly (DPRP) offices demanding to
know whether it supported the recent arrival of additional troops in
West Papua. Among several speakers was Buchtar Tabuni who had helped
organize the October 16 demonstrations welcoming the launch of the
International Parliamentarians for West Papua, which was held in London
October 15.

The Chairman of the DPRP, John Ibo spoke to the crowd and said that it
was his intention to hold a forum for about the question of the troops
now in Papua to which he would invite the commander of the XVII Military
Command.

A statement that was read out during the demonstration made the
following six demands:

1. End security force arrests and repressive actions which target
peaceful actions by the Papuan people

2. Stop armed forces intervention into the university campus.

3. Take action against those responsible for the August 9 shooting of
Opinus Tabuni and the October 20 beatings of Buchtar Tabuni and his
colleagues.

4. Stop ongoing legal processes against Dewan Adat Papua Chair Forkorus
Yaboisembut and other members of the board of the Dewan Adat.

5. Immediately halt the sending of both organic and non-organic troops
to West Papua.

6. Launch a UN peace-keeping force to help solve the conflict in West Papua.

Papuan Threats to Secede Over Implementation of Sharia-based Law

Senior Papuan political leaders are among those Papuans who have
threatened secession from Indonesia if the Muslim-dominated national
government moves to implement an anti-pornography law that is based on
Sharia law. The bill was approved by a large parliamentary majority
October 30 although members of two parties walked out.

The predominantly Christian/Animist Papuan population with a culture
distinct from that of the rest of the peoples in the Indonesian
archipelago have long resisted as racist Jakarta-led efforts to reform
Papuan culture, style of dress and artistic expression.

The law defines "pornography" broadly raising fears among Papuans and
others that it could be abuse by law enforcement officials and Islamic
militias such as the "Islamic Defenders Front" who operate in
coordination with and under the patronage of the Indonesian military.

For many non-Muslims the new law has ominous implications. Time magazine
(November 17 edition) cited Theophilus Bela, chairman of the Christian
Communication Forum (not a Papuan), on the meaning of the legislation:
"The law imposes the will of the majority that embrace Islam, is a form
of religious discrimination and against the spirit of tolerance taught
by the country's founders," says "It is an effort to divide the country."

In addition to Papuan protest, the leadership of three other provinces
with significant non-Muslim populations, Bali, Yogyakarta and North
Sulawesi, have announced that they will not enforce the law. Jakarta has
yet to react to these challenges.

President Yudhoyono has 30 days in which to sign or veto the legislation
after which it automatically becomes law. He must also issue
implementing regulations to make the law effective.  Governor Suebu To
Launch Anti-HIV/AIDS Campaign

According to the Cenderawasih Pos, November 19 November, governor of
Papua, Barnabas Suebu believes that HIV/AIDS now poses a serious threat
to the very existence of the Papuan people. Speaking at a meeting of
Stake-Holders to Accelerate Efforts to Combat HIV/AIDS, the governor
said that he was not dramatizing the problem and proposed that Papuans
"declare war" on the disease,' he said. He said that would declare
December 1 (World AIDS Day) he would declare a day to launch a massive
movement among all Papuan people to combat AIDS and other diseases.

He said that the problem was largely the result of uninhibited sex,
caused in the first place by the consumption of alcohol. He had
therefore decided to prohibit the distribution of alcohol everywhere,
except in hotels. "There must be no selling of alcohol in stalls or
shops and the police have been instructed to ensure that this is
implemented," he said. He also called for a crackdown on prostitution.

Suebu reported that the incidence of HIV in the Land of Papua in 2006
was 2.4 percent of the population of three million. The disease first
appeared in Sorong where so far 700 people have died, in a population of
723,000.

Chairman of the committee, Constant Karma said that the disease accounts
for 42 percent of the HIV and AIDS cases in Indonesia.

Governor Suebu Describes Implementation of Special Autonomy as "Chaotic"

Speaking at a seminar to review six years of Special Autonomy (OTSUS) at
a seminar at Cenderawasih University in November, Governor Barnabas
Suebu said that despite the passage of six years implementation of the
law remains "very chaotic." He added that and not being used according
to the objectives of the law. The Governor noted that OTSUS was
introduced at a time when Papuan people were calling for independence.
In response, the government introduced OTSUS "in an attempt to quell
these aspirations."

The Governor acknowledged that in the wake of the failure to implement
OTSUS many Papuans now favor independence, with some favoring special
autonomy only as a preparatory path to full independence.

Substantiating his assertions the Governor noted that at a recent
meeting of the Provincial Parliament (DPR) regarding the 2009 OTSUS
budget, there were moves to cut back the Rp1 trillion allocation. In the
end, the DPR agreed to reinstate the allocation. Nevertheless, the funds
were not in fact effectively utilized. He explained that district-level
administrations arrogate special autonomy money to themselves. A
mid-2006 audit revealed that Rp 2 trillion was unaccounted for. "Papuans
should not be living in poverty in the midst of the wealth of their
surroundings. The fact is that very little of the OTSUS money is going
down to the villages because most of it is being used by the bureaucracy."

The Governor sought to underscore the cost of the failure of Special
Autonomy in human terms. A 2006 tour of districts he said revealed
"widespread poverty and poor nutrition everywhere, especially among
indigenous Papuans. Children of school age are not able to read or
write. He described the situation as partly the result of the failure to
implement key regulations or to establish controls on the expenditure of
funds.

Separately a November 18 Kompas report quotes Governor Suebu as decrying
standards of education in primary and secondary schools in Papua. He
noted that particularly in the more remote regions as a consequence of
an absence of teachers "education at primary and secondary level is in a
state of collapse."

Suebu was specific about the failure of Jakarta to delegate authority
need to implement Special Autonomy. He noted that, such as for instance
the national forestry department had failed to delegate authority to
stop illegal logging. Without the necessary regulations, forest products
are now being auctioned off. "This is because the central authorities
are unwilling to hand over these powers as stipulated in Special
Autonomy law' he said.

Seminar Looks at Marginalization of Papuans; Racism Cited as One of Many
Reasons For Failure to Enforce Human Rights in West Papua

A seminar which concluded November 26 in Jakarta concluded that the
special autonomy law has made little difference to the socio-economic
and political conditions of its indigenous people. The seminar which was
titled, Building a National Support Constituency for the Fulfillment of
Papuan Women's Rights was organized by the National Commission on
Violence Against Women. Speakers cited the influx of migrants from
outside West Papua as leading to the marginalization of the indigenous
Papuan population.

Quoting a 2007 study by an Australian researcher, Lea Kanisia Mekiuw, of
the Merauke Archbishop's Justice and Peace Secretariat, said the growth
of the native Papuan population has fallen compared to that of the
newcomers, sparking concerns that the indigenous people could lose their
homeland to the latter. The study, conducted by University of Sydney’s
Center for Peace and Conflict Studies said that the annual growth rate
of native Papuans is only 1.67 percent, much slower than that of the
non-native Papuans, which is 10.5 percent.

In 1971, the indigenous Papuans constituted 96 percent of the province's
total population of 923,000 people. But in 2005, the proportion changed
significantly to 59 percent of 2.65 million people. If the growth rates
of the two groups continue at the same pace, Elmslie projected that in
2020, the ratio of native to non-native Papuans would stand at 30:70,
and in 2030 the gap could be at 15:85.

Frederika Korain of Jayapura Bishopric's Justice and Peace Secretariat,
speaking at the same event, said notwithstanding the figures cited above
based on independent research, there were no official data on the
proportion of native to non-native Papuans.

This could be an attempt by the local and central governments to conceal
the real conditions of the native Papuans, she added.

She said the special autonomy law, enacted in 2001, also had failed to
improve the social and cultural lives of indigenous Papuans. Eighty
percent of native Papuans are living below the poverty line, with most
local jobs granted to migrants instead of the typically poorly educated
indigenous people, Frederika said. "Freeport (the U. S.-based copper and
gold mine company operating in Papua) has been the country's biggest
taxpayer since 1967, but 80 percent of native

Papuans still live in absolute poverty. Poverty pockets are evenly
spread throughout almost all Papua regencies," she said at the seminar.

Mekiuw warned that millions of hectares of forests have been and more
would soon be destroyed due to the operations of large mining, forestry
and plantation firms. She also said that the 2007 split of the region
into Papua and West Papua provinces had brought more negative impacts
than benefits to the native Papuans, with many locals being forced to
compete with one another to find food to eat instead of sharing an area.

A November 27 Tempo Interactive cited Yenny Rosa Damayanti from the
Indonesian Legal Aid and Human Rights Association (PBHI) as noting at
the gathering the role of race in policy making and implementation and
popular attitudes towards Papuans:

"Because they (Papuans) have different skin color and hair, we feel that
they are 'the others,' not family."

She added also that "people apply double standards regarding the
military. Everyone rejects the military (being) in civilian areas, yet
that are not serious about ending militarism in (West) Papua."

To all concerned,

It is clear any such revealing of identifies, can bring attention to those concerned and that can be a doubled edged sword. 

In my experience, in West Papua, they  are fully aware of this, but they are determined to be heard and fully committed to taking the necessary risks, as their forefathers have, before them.

They are just not prepared to lay down and die and I for one fully support their right to be heard and freedom of expression. If there was not so many, involved  denying their true realities,  and if the media was not suppressed, perhaps they wouldn't need to be so brave.

Well fully support them, their human rights and commend the courageous  actions of Alezv, respect comrade.

Without such risk taking, many of us would not even know about the horrors inflicted on an innocent people.

I am very grateful to have seen your message regarding the BBC report. My own reaction on seeing the documentary and subsequently seeing the message from Remco was that you must surely have sought the permission of the people whose faces appeared in the documentary, and moreover that a documentary of that kind is very important to give much needed publicity to  the West  Papua's people about whom all too little is known around the world.

And thank you for producing the documentary which must clearly have you yourself into great personal risks.

To be clear, everyone that appeared on the BBC report were fully aware that the footage was intended for international news broadcast and agreed that their faces would be shown. They were also made aware of the dangers that its broadcast may entail.
Whilst it is right to be concerned for the safety of people, nobody can deny another human being the right to express themselves and have their voice heard.

All of the people on film were already in severe danger before any broadcast of the news report. Most of them have been in hiding in the jungle for the last 2 months as a result of Indonesian army sweeping operations (following OPM raid on police in January).
I know for a fact that 15 people from the village including women have already been killed by the Indonesian military in the last 2 months and that was before any broadcast. Following those killings most people fled to the jungle where they remain.

Nobody is saying this report is part of the solution, but it is undeniable that bringing wider media attention to the West Papuan cause is vital in developing awareness for the ongoing situation there, and broadening political awareness.

The solution to the conflict will be through dialogue, but unfortunately up until now the Indonesian authorities have refused to enter into dialogue with elements of the independence movement. It is for this reason that the Papuan people are crying out for international intervention and mediation.

Papua's Struggle For Independence

Rare video of Papua's freedom fighters filmed by a British

The word most often associated with West Papua is remote.
An area of thick jungle and mountains, roughly the size of
Spain, Papua is the eastern-most outpost of the Indonesian
archipelago, some 3,200km (2,000 miles) from the government in
Jakarta.
Culturally it feels even further.
Papua became part of Indonesia in 1969 after a controversial and
very limited vote. Ever since there have been calls from some
Papuans for independence and for decades a low-level armed
resistance has been rumbling on, largely unnoticed by the
outside.
International journalists are severely restricted from working
in the province. A special permit is required.
But the BBC's Newsnight programme was recently offered rare
footage of rebel fighters in their jungle hide-out.
The pictures were filmed by a British man keen to document the
independence movement. He travelled undercover, aided by local
activists, and asked that he remain anonymous to protect those
who helped him.
It took him nine hours in a car and 16 hours on foot, trekking
through the jungle, to reach the mountain stronghold of the Free
Papua Movement Rebels.
Cultural erosion
They are, in truth, a pretty fragmented, poorly armed band of
warriors. Some dress in Western-style shorts and T-shirts, with
wellington boots the footwear of choice.

Others proudly sport more traditional attire - a few feathers
and beads, unkempt beards, wild hair and penis gourds. The size
and curlicue of the latter denoting status.
They are armed with a few assault rifles stolen from the
Indonesian security forces, and homemade bows and arrows.
The power of the rebels lies as much in the symbolism of their
existence as it does in their ability to wage war.
Many Papuans feel their culture and identity are slowly being
eroded. Papuans don't look like other Indonesians. They are
Melanesian, closer to Aboriginals than Asians.
But migrants from other Indonesian islands now make up about
half the local population. Some of these incomers consider the
traditional Papuan way of life backward and uncivilised.
Layers of grievance have built up over the decades.
"We've had enough," said Anton, a tribal leader. "Indonesia has
committed crimes, killing people and other human rights abuses.
We want freedom, justice and democracy."
Investigation promised
A rebel commander, Goliath Tabuni, sits at Anton's right hand.
Compared to the chief's traditional body decorations, the
commander looks a bit dishevelled in his floppy camouflage hat.
Papuan rebel fighters There is no sign yet that Papuan
independence is any closer But in terms of their passion for the
cause, they are equals.
"This is my land," said Goliath. "Our ancestors gave us this
land. Indonesia has stolen it from us."
Over the years there have been serious abuses committed by the
Indonesian security forces. Accusations of torture and rape
persist.
But under the democratically elected government of President
Susilo Bambang Yudhoyono, the military and police are being
reformed.
In a statement responding to the Newsnight programme, the
Indonesian Embassy in London said: "No-one in Indonesia will
ever condone human rights violations. Therefore, it is a sad
fact if one still judges Indonesia by the old yardsticks.
"We can confirm that all human rights abuses will be duly
investigated in Indonesia and, if proven guilty by the court,
all abusers of human rights will be punished. No-one is immune."
But the legacy of past behaviour will take time to erase.
Elusive dream
As long as the independence fighters exist, the soldiers and
police will stay in Papua in large numbers.
Their mission is not just to root out the rebels, but also to
protect vital business interests. Papua is rich in natural
resources.

It is home to the world's largest gold and copper mine and there
are big investments in gas, timber and palm oil. A blessing for
some. A curse for others.
"We believe it's about morality," said Anton, the tribal leader.
"Because the world is interested in our resources, they won't
talk about us. That's why the world just ignores us and our
struggle."
On 1 December, independence supporters gathered in a clearing in
the jungle to mark Papua's self-declared Independence Day.
With great ceremony and formality they raised the Papuan flag.
It was a very deliberate act of defiance: raising the Morning
Star flag is illegal in Indonesia.
In the jungle no one could see. But when, in 2004, the flag was
raised in the provincial capital, Jayapura, the police were
looking on.
Yusak Package, who spoke at the rally, was arrested and charged
with treason. He is currently serving a 10-year jail sentence
and is considered by Amnesty International to be a prisoner of
conscience.
In terms of raising the international profile of the Papuan
cause, Yusak's case, and others like it, are probably more
effective than the armed rebellion.
But there is no sign yet that independence is any closer. And in
their remote mountain hide-out, that is still the dream the
rebel fighters are striving for.

*** NEWS UPDATE FROM WEST PAPUA ***

- -- Thousands of people have been taking to the streets of the
provincial capital Jayapura on an almost daily basis now calling for
a referendum on independence and for the international community to
help.

- -- Indonesian authorities have arrested 4 Dutch journalists in
Jayapura after they were caught attempting to report on a
demonstration being held by Papauns calling for independence. This
episode further highlights the climate of paranoia and fear running
through the Indonesian administration who for decades have banned
human rights observers and journalists from the region.

- -- Indonesian military have stepped up sweeping operations in the
Puncak Jaya region. Confirmed reports state that 15 people including
women and children have been killed by the military so far, and
hundreds of others remain in hiding in the jungle. We are making an
urgent appeal to the international community to lobby the United
Nations to act at this time before a full blown crisis unfurls.

THE UNITED KINGDOM ***

"I would like to urge all leaders and people of West Papua who
reside in and outside the country that NOW IS THE TIME for all the
people of West Papua to state our position to the government of
Indonesia and the world that WE ARE NOT INDONESIANS.

Now we have the International Parliamentarians for West Papua (IPWP)
in London. IPWP has committed to fight for the self-determination of
the people of West Papua. The IPWP is our FATHER who is here and
ready to help us fighting for our future. Anything that we do to get
international support to help us in our struggle for
self-determination has achieved some success. Now we have great
people ready to defend us at the international level.

We will soon launch an International Lawyers for West Papua (ILWP)
on the 3rd – 5th April 2009. ILWP is our MOTHER of the struggle to

'International Lawyers for West Papua' (www.ilwp.org) launches tomorrow
in South America, with a series of meetings taking place that will
continue until 5th April. A number of prominent international lawyers
have gathered for the occasion, and will lay out the legal framework and
rights for Papuan self-determination.

To mark this occasion, and with the Indonesian President currently in
London for the G20 Summit, there will be a vigil taking place tomorrow
(Friday 3rd April) outside the Indonesian Embassy in London from 12-2pm.
This event is also in solidarity with a large demonstration planned in
the Papuan highland town of Wamena also taking place tomorrow to mark
the launch of ILWP.

Amerindians in Guyana are supporting West Papua's calls for independence
from Indonesia.

West Papua is half of the island of New Guinea, which is located north
of Australia.

The pledge of support came Friday at the launch of the International
Lawyers Federation for West Papua in Georgetown.

In 1969, Guyana was one of the few states in the UN General Assembly to
vote for West Papuans being to exercise freely, their right to
self-determination.

Indonesia took over West Papua, which is half of the island of New
Guinea from Dutch colonial rule in 1963.

Since then international organisations have accused the Indonesian
government of human rights abuse.

INTERNATIONAL Lawyers for West Papua (ILWP), a global network of legal practitioners dedicated to promoting respect for the rule of law in that country, brought the campaign to Guyana last week.

Speaking, last Friday at Cara Lodge, in Quamina Street, Georgetown, Co-Chair of ILWP, Ms. Melinda Janki said their quest could have been taken anywhere else in the world but the West Papuan people selected this country.

“Because, 40 years ago, Guyana was one of a tiny number of countries that voted in support of West Papua’s freedom and its right to self-determination,” she explained.

West Papua is the western half of New Guinea, the world's second largest island and Janki said the population has been denied one of the fundamental rights in the United Nations (UN) International Charter of Human Rights, self- determination, the right to choose their own government and national status.

She said ILWP is determined to help the indigenous peoples of West Papua freely and peacefully exercise their fundamental rights and freedom as guaranteed by international law and human rights standards, including the UN Charter, the Universal Declaration on Human Rights, the International Covenant on Civil and Political Rights and the International Covenant on Economic, Social and Cultural Rights.

Paramount among these rights is the collective legal right of indigenous Papuans to self-determination which was violated in the ‘Act of Free Choice’ in 1969, Janki said.

She said: “West Papua is on the island of New Guinea. There is a line down the middle of that island and, on the eastern side, is Papua New Guinea and, on the western side, is West Papua. The same Papuan people live on both sides of that line.”

Janki said Papua New Guinea is a free and independent sovereign state but West Papua is an occupied territory annexed in 1969 by Indonesia.

According to her: “In 1969, at the time of the annexation, the Papuan people had a right to self-determination, a right which is guaranteed by the UN Charter. The issue went before the UN General Assembly. The West Papuan people had no voice in the General Assembly and they could not claim their right to freedom.”

Janki said powerful states in the General Assembly voted for Indonesia to have West Papua. However, a small group of states objected and asked the General Assembly to follow international law.

“They asked the General Assembly to give the West Papuans people the right to exercise self-determination and give them their chance for freedom. Guyana was one of those states,” she revealed.

Annexation “Today, West Papua is still a colony. The annexation was a terrible violation of West Papua’s right to self-determination. The ILWP is working to redress that wrong,” Janki declared.

She said one of the UN purposes is to develop friendly relations, based on the principles of equal rights and self-determination of peoples.

“Peace is the basis of the International Legal Order. The UN was established to maintain international peace and security. The ILWP is committed to helping the indigenous people’s of West Papua to exercise freely and peacefully their right to self-determination,” Janki reiterated.

Towards that objective, the ILWP is working closely with the International Parliamentarians for West Papua, which was formed 2008, at the House of Commons in London, England.

“These are parliamentarians from around the world who support West Papua’s right to self-determination. The ILWP has members from all over the world and we invite all lawyers who believe in the rule of law and justice to join,” Janki said.

She said one of the most important things the ILWP is doing and intends to continue is educate people about West Papua's right to self-determination that was confirmed in the UN Declaration.

Janki observed that, while many former ones are no longer colonies, West Papua still does not have freedom.

She said other important aspects of ILWP work, is the protection of rights and freedoms and to advocate for people to be able to exercise their rights freely and peacefully.

Leader of the West Papuan Independence Movement in the United Kingdom (UK) and Chairman of Demmak, the Koteka Tribal Assembly, Mr. Benny Wenda, who was imprisoned and tortured in Indonesia and accepted as a refugee in the UK, acknowledged that ILWP is very important for his people in West Papua, where there are more than 250 tribes.

He said the country is very rich in gold, copper, timber, minerals and gas and the Guyana visit marks the start of putting West Papua's case internationally.

“Our voice has never been recognised. So, through this, ILWP could help support West Papuan people,” Wenda said.

He said his people have been crying for freedom more than 46 years and he is carrying their burden around the world seeking help.

Wenda lamented that his people are being killed, tortured and raped and lands, mountains and forests destroyed and one of his legs was broken when his village was bombed by Indonesian military.

“Now I have a crutch with me all the time,” he lamented.

Chairman of the Guyana National Toshaos Council, Mr. Colin Andrews assured of his people's support to West Papua.

He said: “Today, I recognise that, even with the struggles that we have here as indigenous people, they are the ones who are struggling more.”

“In this country, as indigenous people, we have had a fair share of neglect, too, but what we did and I think all our people are proud to make strong representation, so that we can be where we are today and I can proudly say that we are climbing the ladder,” Andrews said.

Encouraging Wenda to continue his advocacy, he said: “There should be no turning back…we are going to be supporting your cause.”

The International Lawyers for West Papua (ILWP) formally launched in Guyana on Friday to continue its efforts to help West Papua to “exercise peacefully their fundamental human rights and the freedoms guaranteed by international law.”

In a press release the group which comprises a network of international lawyers, said it launched here at the request of the West Papuans in recognition of Guyana’s support of its “freedom and self-determination” 40 years ago. Guyana is also recognised internationally for the progress made in settling land rights and respecting the self-determination of Amerindian peoples.

The ILWP is dedicated to helping the indigenous people of West Papua to exercise freely their fundamental rights and freedoms guaranteed by human rights standards including the United Nations Charter, the Universal Declaration of Human Rights, the International Covenant on Civil and Political Rights and the International Covenant on Economic, Social and Cultural Rights.

West Papua forms the western half of New Guinea, the world’s second largest island and one of the most culturally diverse areas in the world. There is a line down the middle of the island and the same Papuan peoples, who are ethnically and culturally distinct from the Asian peoples of the neighbouring Indonesian archipelago, have occupied both sides of the island for thousands of years.

Papua New Guinea is a free and independent sovereign state. In 1962 the Dutch colonial government transferred administration of West Papua to the UN who subsequently handed over administrative responsibility to Indonesia. According to the release “This transfer was subject to the condition that the indigenous West Papuans should have the right to exercise their self-determination within 5 years.”

However, in 1969 Indonesia held an “Act of Free Choice” where the government had selected 1022 Papuans from a population of nearly 1M people and forced them to declare that West Papua wanted to remain with Indonesia. This “Act of Free Choice” violated international law and the fundamental right to self-determination guaranteed by the UN Charter and the international community. The right had also been recognised by Indonesia in a bilateral treaty – the New York Agreement 1962.

West Papua is now occupied territory, annexed by Indonesia in 1969. Under Indonesia rule basic freedoms have been denied and Amnesty International estimates that over 100,000 people have died as a result. “Merely flying the Papuan flag is considered an act of treason by Indonesia [and] can result in 15 years imprisonment,” the release said.

The ILWP said it remains steadfast in ensuring that the West Papuans can enjoy the legal freedoms and rights that underpin all free and democratic societies. The group said too its members work closely with the International Parliamentarians for West Papua to ensure that basic human rights are upheld.
